The U.S. House of Representatives has passed the Thomas R. Carper Water Resources Development Act (WRDA) of 2024, which authorizes the U.S. Army Corps of Engineers Civil Works Program to enhance water infrastructure through projects that aim to protect communities from flooding and support economic development.
Congressman Hal Rogers (KY-05) supported the bill, which allocates $75 million for water resources infrastructure projects in Kentucky. The funding focuses on flood risk management along the Kentucky River and directs the Army Corps to expedite a flood warning emergency evacuation plan for the area.
"This bill gives the Army Corps the green light to move forward on critical projects that will help expand and enhance reliable water and wastewater resources, and vital projects that help protect our communities from flooding," stated Congressman Rogers. "In an effort to expedite needs in hard-hit areas, the bill creates a pilot program for the Army Corps to prioritize projects in rural and economically disadvantaged communities."
The WRDA also instructs the Corps to create guidance for standardizing fees related to real estate, including marinas.
Additionally, the legislation advances joint efforts by Congressman Rogers and U.S. Senator Mitch McConnell from earlier this year, naming the federal courthouse in London, Kentucky as the "Eugene E. Siler, Jr. United States Courthouse Annex." Judge Siler's nearly 50-year tenure on the federal bench has earned him appointments by three U.S. Presidents.
The WRDA will now return to the Senate for final approval before being presented to the President for signing into law.
